This document refers to the background research, mapping and lessons learnt within our project, to inform our main result: the Terremplo Strategy to be launched by the end of June 2025.
In June 2025, our partnership published the Capitalisation publication led by Le Cube Consultant, developed in close collaborations with all partners. This document highlights the inter-agency cooperation dynamics deployed in Ireland, Belgium and France to promote the professional integration of vulnerable young people not in Employment, Education or Training NEETs .
This publication aims to inform local and European public policies in the face of the interrelated challenges of youth unemployment, ecological and digital transitions, and the growing gap between the skills developed and those required by the labour market and within our region.
The project's capitalisation is an essential resource for professionals, public decision-makers, local elected representatives and project leaders wishing to draw inspiration from the experiences from local services within the territories. It highlights three key pillars: a dense territorial network ensuring continuity of support; collaborative hubs created to promote exchange and social innovation; and a common framework for action guaranteeing a shared vision of the challenges.
The document is based on field surveys conducted among young beneficiaries, support professionals and partner organisations, revealing recurring trajectories and obstacles such as mobility, housing and access to training. Young people express clear needs: hybrid training, enhanced support, integration through useful professions, and recognition of their civic engagement. Local partners emphasise the importance of cross-sector cooperation to address these challenges in often contrasting regional contexts.
Through this publication, Terremplo's partners hope to contribute to the development of more inclusive public policies that are rooted in local realities and capable of responding to the aspirations of new generations. By promoting local skills as a strategic lever, they aim to build tailored and sustainable pathways, based on a shared vision and enhanced coordination between institutions.
The project's findings will also be disseminated through the Interreg
programme's networks, national partners and European platforms dedicated to
territorial innovation. By combining the voices of beneficiaries and practices
in the field, the findings aim to provide a concrete source of inspiration for
professionals, local authorities and decision-makers, while recognising the
need for more in-depth work on the local issues facing each territory.
